withdraw AFSPA and army from Kashmir

Kashmir people are fed up with the heavy presence of armed forces and their autocratic powers under AFSPA.
Two years back GOI announced withdrawl of two Divisions from J&K but this is false claim. They moved out the HQ of two Division 27 and 39 but left their Infantary Brigades over there. Also 70 RR Battalions are there. There should be withdrawl of at least half of them.
