The Indian government has approved eleven foreign direct investment proposals (FDI) worth about 1.83 billion rupees, and deferred nine others, the government said in a statement on Monday.

The federal government has also recommended three proposals to the Cabinet Committee on Economic Affairs, including one by Walt Disney Companyseeking to raise foreign shareholding to up to 100 percent from 48.02 percent, the statement said.

In July this year, Walt Disney, the largest shareholder in India's UTV Software Communications , proposed to buy most of the shares it does not already own in the company and delist them from all bourses.

American businesses leveraged India's strengths to produce globally competitive products, while Indian companies invested $21 billion in the US, said India's Ambassador Nirupama Rao.

Private participation in trade and investment has created strong networks of value creation, she said at a forum last week underlining the significant mutual advantages of India-US economic engagement.

Rao was speaking on "US-India Economic and Commercial Partnership: Two-Way Job Creation", at a session organised by the Confederation of Indian Industry (CII) at the University of Michigan, Ann Arbor, a CII news release said.

Dispelling some myths about the purported imbalance in the trade relationship, Rao highlighted that US trade with India in sectors such as manufacturing, engineering and high-tech products is actually in favour of the US, while in the services sector too, trade and investment linkages have created jobs, rather than taking them away.

Ben Erulkar, senior vice president, Economic Development, Detroit Regional Chamber, highlighted the positive contributions made by Indian immigrants and businesses to the Michigan economy, which had suffered some of the worst impact of the economic downturn of 2008.

Joseph Abraham, senior vice president, HCL America said HCL has invested in North Carolina, Washington and New Jersey, increasing the US employee headcount by 175 percent over the last three years, and have hired 40 percent of the workers locally.

Surya Kant, president, Major Markets (North America, UK and Europe), Tata Consultancy Services and chairman, CII-India Business Forum, noted that TCS had opened 20 offices in North America, with 2,500 people hired locally.

Telecom users will be able to avail free roaming and keep their phone numbers even if they switch service providers anywhere in the country, as per the draft New Telecom Policy unveiled by the government on Monday. The distinction between local and STD calls would vanish, as the policy aims at a 'one-nation-one-licence' regime.

Telecom operators would not require separate licences for operations in various parts of the country and a single licence would suffice.

Roaming charges account for 8% of cellular operators revenue. According to KPMG, doing away with roaming charges will effect the telecom companies negatively.

"We will seek TRAI (Telecom Regulatory Authority of India) recommendations on new licences, migration to new licences and exit policy," Telecom Minister Kapil Sibal said while releasing the draft policy.

In the wake of the 2G scam, the minister said spectrum allocation would be delinked from licences and radiowaves would be made available at market-determined prices.

"In achieving the goals of national telecoms policy 2011, revenue generation will play a secondary role. Our vision is to have broadband on demand," he said.

As the market is crowded with too many players, the government would also bring an exit policy. This move could eventually lead to consolidation in an industry where more than a dozen players compete, keeping tariffs and margins low.

The new policy aims to provide on demand broadband for all citizens and increase rural teledensity to 100% by 2020. Sibal said that special focus will be on rural and remote areas and the new policy would have a framework to make more spectrum available.

The policy will focus on convergence of TV, internet and internet services. Broadband download speed will be revised to 512 kbps vs 256 kbps. Sibal said that the government will audit the use of spectrum.

Sibal said that the policy aims to make India a hub for telecom equipment manufacturing and will have provisions to create a corpus for R&D, IPR and entrepreneurship.

Cellular Operators Association of India (COAI) is of the opinion that the Draft Telecom Policy addresses all issues and concerns of the telecom sector.

"Overall performance of 2,763 select non-financial non-government companies showed that the sales grew by about 20 per cent during 2010-11 reflecting a sustained demand," the central bank said in its 'Performance of Private Corporate Business Sector: 2010-11'.

According to experts, the good performance was mainly on the back of demand from the domestic economy as well as exports to major emerging countries.

The RBI data, however, said that despite recording growth in sales, corporates on an aggregate could not improve their year-on-year profit growth, largely due to higher input costs and significant increase in interest payments.

"With faster increase in total expenditure in relation to sales, profitability in terms of operating, gross and net margins contracted by 100, 110 and 30 basis points, respectively, in 2010-11," RBI said.

Interest payments formed 2.7 per cent of sales and 19.8 per cent of gross profits of the firms.

Stubborn inflation made the RBI go for a number of rounds of hike in interest rates, thus increasing the cost of borrowings.

According to RBI, bigger companies recorded higher sales growth and also relatively higher growth in operating profits, whereas the smaller companies, which have sales size less than Rs 50 crore each, recorded a decline in sales in 2010-11.

"Companies engaged in manufacturing activities registered 22.6 per cent growth in sales and 12.1 per cent growth in operating profits in 2010-11. Companies engaged in computer and related activities services also performed reasonably well with 16.2 per cent growth in sales and 11.5 per cent growth in operating profits," RBI said.

Companies engaged in services other than IT registered only 8.9 per cent growth in sales and 8.8 per cent growth in operating

"Industry-wise analysis revealed that sales growth was broad based covering almost all the industries except wholesale and retail trade, electricity generation and supply and cement industries whereas their profit performance was mixed," RBI said.

Union Minister Jairam Ramesh on Sunday said a fresh list of people living below poverty line would be made available only after the tabling and study of the report of the new census based on socio-economic conditions.

"The report is expected to be submitted in January next year. It will be studied, before a new list is prepared on the basis of socio-economic conditions based on some indicators," Ramesh told reporters here.

"Till then benefits are being given on the basis of 2002 census," he added.

He was replying to a query regarding a large number of BPL families in Jharkhand being reportedly left out in the BPL list.

Ramesh also assured that the Planning Commission methodology on BPL yardstick would not be implemented and its Deputy Chairman Montek Singh Ahluwalia had already clarified last week regarding the controversy generated from the Rs 32 (urban) and Rs 26 (rural areas) as the cut off mark for BPL families.

Many families would be omitted from the BPL list under that yardstick, he added.

Ramesh ended his two-day visit to Jharkhand and took stock of centrally-sponsored rural development schemes at various districts through video conferencing yesterday.

On Sunday he went to Gumla and interacted with the locals there.

RANCHI: After a visit to some Naxal-hit areas in Jharkand, Union Minister Jairam Ramesh on Sunday said Maoists can be defeated ideologically if programmes meant for rural development are successfully implemented.


The Rural Development Minister at the same time said the police and the Central Reserve Police Force(CRPF) have their special roles in dealing with naxals.


"The police and the CRPF have their special places (in dealing with naxalism). But I believe the ideological battle can be won through rural development, which has got a special importance," he told reporters here.


"If the rural works are taken up properly, we will be successful in dealing with naxalism in the next five or six years," Ramesh said.


Ramesh is in Jharkand on a two-day visit with a view to take stock of the ground reality of the naxal-hit areas of the mineral-rich state.


He went to Gumla district yesterday and met people of Raghunathpur and Tupu Toli villages and inspected the welfare programmes. He also visited naxal affected Ranchi district.


Ramesh appeared impressed when members of 'Mahila Mandal' told that they were being benefited by the Central schemes under the Integrated Action Plan (IAP).


Commenting on Jharkhand, he said the fact remains that the tardy pace of road works in the state is attributed to threats to contractors for levy (extortion).


"Lohardaga, Simdega, Latehar and Gumla are some of the districts where work under Prime Minister's Rural Road Scheme is a cause for concern," he said.


Pointing out that 14 out of the 60 naxal-infested districts in the country are from Jharkhand, Ramesh said he would visit the state every three months to monitor the development programmes in these districts.


Ramesh and Jharkhand Chief Minister Arjun Munda also had a video conferencing with the officials of the 14 districts and were informed about projects taken up under the IAP.

Further, state government and central ministries are starting to integrate biometrics into their programmes. Madhya Pradesh, for instance, is integrating UIDbacked food coupons into its PDS programme. Bihar and Andhra Pradesh make NREGA payments after biometric authentication. In Delhi, the government is planning to link Aadhaar to LPG distribution. So is Punjab. It seems safe to say that, sooner or later, we will all share our fingerprints, iris scans, what have you, with one or more institutions.

Sadly, even as opinion has converged inside government about the desirability of using biometrics, there has been little discussion about the safeguards that need to accompany this transition to biometrics. Think about it. Till now, privacy asserted our rights over our thoughts and interactions with others. Biometrics, on the other hand, capture and share information about our bodies.

As such, they create fresh vulnerabilities. What if biometrics get stolen or leaked into the public domain? Can they be misused? This is not as far-fetched as it sounds. Way back in 1993, it was found that a New York State policeman had lifted fingerprints from items a suspect had touched while in custody, attached them to evidence cards and claimed to have found the prints at the crime scene.

There are other concerns. Biometrics, unique for every individual, are used to generate unique numbers. In the years to come, banks, taxmen, telecom providers and others will add this number to their databases. At which point, the UID number will become a common link between discrete databases, allowing them to be compared. This is a stated objective. The website of the Ministry of Home Affairs says: "(The UID project) envisages provision of linking of existing databases, as well as providing for future additions, by the user agencies."

This has pros and cons. For instance, the agriculture ministry and the rural ministry can compare databases to see how many farmers availing tractor loans also collected Indira Awas Yojana payments - meant only for BPLhouseholds. But, if two ministeries can compare databases, so can, say, hospitals and insurance companies. This is a risk that goes beyond intrusive marketing.

In India, people are not afraid to speak out against the government. But, if the country becomes a giant panopticon where the state can monitor citizens' actions, could that end up muting dissent? At this time, these issues are not being taken seriously. Some say privacy is not important for the poor. But civil liberties are an universal right. Others dismiss these concerns over privacy. A Planning Commission member told ET he doesn't care if his phone gets tapped. That he has nothing to hide. But that is to miss the point entirely.

    Nandan Nilekani unfazed, says UID on track & is working within limits

    NEW DELHI: Nandan Nilekani has refused to join issue with mounting criticism directed at his UIDAI project from some official quarters, saying that some angst was inevitable in an exercise of such a transformational sweep.

    The former Infosys boss and one of India's most feted private sector managers joined the government in 2009 as chairman of the Unique Identification Authority of India, a body tasked with giving every Indian resident a unique 12-digit Aadhaar number and whose work could in the future alter the way the state spends some Rs 300,000 crore ($60 billion) each year.

    After a dream cast off, the project appears to have encountered choppy waters in recent weeks, with some of the authority's plans raising the hackles of the home and the finance ministries and most recently, the Planning Commission.

    But Nilekani, who holds the rank of a cabinet minister and reports directly to Prime Minister Manmohan Singh, made light of the seeming disagreements and said he had not seen any "evidence or indication" that the project was being sought to be derailed by vested interests.

    UIDAI working within limits:

    "This seems natural to me," Nilekani told ET. "When you are undertaking a project of such transformation, it obviously brings change that is viewed by different interests in different ways."

    The finance ministry last month rejected the UIDAI's request for additional funds to capture biometrics of 1.2 billion residents through its registrars, citing duplication of expenditure. The home ministry has questioned the security of the biometrics of 100 million people the UIDAI has already captured.

    Govt has decided to deliver the UID/Aadhaar number in the form of better, polyvinyl Aadhaar cards

    NEW DELHI: Citizens, enrolling for Aadhaar, will soon get a polyvinyl card with their unique 12-digit number engraved on it in the barcode format instead of a thin sheet of paper with a government logo and the number printed on it. The government has decided to mail cards, pasted on the Aadhaar letter, to the residents to expedite financial inclusion as these cards can be swiped at banks, tellers or business correspondents for transactions. Targeting government's welfare schemes and subsidies better is among the key goals of the Aadhaar project.

    "As of now, Unique ID number is being delivered to the resident in the form of a laminated letter through post. Now the government has decided to deliver the UID/Aadhaar number in the form of Aadhaar Card,"Unique Identification Authority of India says in a proposal seen by ET. Aadhaar is the name and the logo of the unique numbers issued by the UIDAI.

    The authority has come out with a tender for printing about 15 crore Aadhaar cards in the first phase. The Aadhaar card will carry a colour photograph and will be engraved with two sets of barcodes - linear and matrix. The linear barcode will carry only the 12-digit Aadhaar number.

    Demographic information of the resident will be stored in a matrix or QR (quick response) barcode, which has capacity to carry more data. The matrix barcode will carry about 600 characters, which will include the resident's name, address, date of birth, name of a parent or guardian, age and gender.

    The data will be readable by a 5-megapixel camera or barcode scanner, linked to a UID server. The thickness of the card will be 600 microns. The matched card will be fixed on Aadhaar letter using hot melt glue.

    If an error creeps in the printing of the card, such as incorrect age or a spelling mistake, the printer will be penalised up to 35% of the cost of the card.

    The selected printer will also be required to send an apology letter to the The selected printer will have to set up a dedicated leased line linking the printing facility with the UIDAI's data centres. The UIDAI is coming up with a second data centre in Delhi, in addition to the one it has in Bangalore.

    About 10 lakh cards will be printed per day and each card will reach the intended resident by India Post within eight days of printing. Bidders are required to submit an earnest money of .Rs1 crore and quote the total per unit cost of the card. The card will increase the cost of enrolment by 20%-30%, firms interested in bidding said. "Our expenditure per enrolment is Rs 100 to Rs 150," UIDAI chairman Nandan Nilekani told ET in an interview last week. "This includes the Rs 50 paid to registrars and the cost of the letter and the postal delivery charges, which is Rs 22 as of now. The rest is all technology, de-duplication and all that."

    Ram Sewak Sharma, number two in the government organisation overseeing the national identity drive, cites a family incident to assert the importance of an ID. He comes from a village near Firozabad in Uttar Pradesh, whose government gives Rs 40,000 to a family in the event of its breadwinner's death.

    When his cousin passed away, Sharma's sister-in-law received a cheque. But she could not encash it because she did not have a bank account. And she could not open one because she did not have any paper ID-no voter ID, no PAN, no ration card, nothing. "People feel the need for some identity document that is also valid across the country," he says.

    The Unique Identification Authority of India (UIDAI), headed by Nandan Nilekani, was conceived to service this need. It would give every Indian a unique number called Aadhaar, which would supercede all existing numbers and forms of identification. After Finance Minister Pranab Mukherjee, in Budget 2011, announced cash transfers as the eventual model to distribute welfare benefits, the UID became the anchor point for this movement of cash: for money to go into the correct person's account, he or she, to start with, had to be identified correctly.

    However, increasingly, other arms of the government, both at the Centre and in the states, want their own anchors. The ministry of rural development is planning pilots to test its biometric ID cards for National Rural Employment Guarantee Scheme (NREGS) workers. Orissa and Kerala are using smart cards of the national health programme to identify beneficiaries for other schemes.

    The plan to allot UIDs to all Indians is showing scatter, putting under threat its adoption for all cash transfers.

    UID OR NPR?

    The original plan called for the UIDAI and the National Population Registry to work in tandem. The NPR, which conducts the National Census, would capture biometrics of every Indian: fingerprint and iris. It would issue anNPR card and transfer this data to the UIDAI, which would issue an Aadhaar.

    So, every Indian would have an NPR card and an Aadhaar. But since the UIDAI was ready before NPR, it asked the government to let it capture biometrics till the NPR was ready. In June 2010, the government allowed it to cover 100 million people by March 2011, which it increased to 200 million by March 2012 and a budget of Rs 3,023 crore; the NPR would do biometrics for 1 billion.

    The agreement was that, once the NPR was ready, the UIDAI would stop; and the NPR would not go to the people the UIDAI had covered. The NPR started capturing biometrics in June. A month earlier, the UIDAI proposed to cover the entire population by March 2017. Total cost: Rs 17,864 crore. "We will complete our 200 million target by March 2012...we should be allowed to keep enrolling even after 200 million," says Sharma. But the UIDAI is behind schedule. As of August 24, it had issued 28.7 million numbers-about one-fourth its target. Himanshu, a professor of economics at Jawaharlal Nehru University in New Delhi, says cash transfers can't be rolled out for part of the population. "How can you arbitrarily decide that some people will receive cash, while others will get grain," he asks. "Those who do not want cash will simply baulk at signing up for Aadhaar."

    DoT writes to Trai on spectrum pricing issue
    The Telecom Ministry has sought clarifications on various points made by regulator Trai on 'Spectrum Management and Licensing Framework' which will form the basis for spectrum allocation.

    DoT has found variations in the points made by Trai during course of its communication with the regulator on the issue of charging 'current price' for spectrum allocated to telecom operators.

    Trai on February 8, 2011 recommended April 1, 2010 as applicable date for charging the current price for spetrum allocated to GSM players in 1800 Mhz frequency band and CDMA players in 800 Mhz and 900 Mhz (GSM) frequency band.

    Later on May 3, Trai said the current price may be charged from the date of allocation in 2008-09, but subject to the outcome of various court cases.

    The concept of current price was recommended by Trai to determine valuation of spectrum in the frequency band where auction can be done to determine price of spectrum. The current price is to charged for excess spectrum allocated to telecom operators beyond prescribed limit, which in case of GSM players is 6.2 Mhz and 5 Mhz in case of CDMA players.

    The Telecom Regulatory Authority of India (Trai) has said that no current price is to be charged from the existing operators for assigning spectrum up to 6.2Mhz in 1800 Mhz band and up to 5 Mhz for CDMA during the validity of existing licences held by them.

    Trai has recommended that under new policy regime after renewal of licence, spectrum allocated beyond the prescribed limit of 6.2 Mhz for GSM players and 5 Mhz for CDMA players should be withdrawn. But DoT is not clear on the rationale for defining prescribed limit.

    "...TRAI may indicate the rationale for defining the prescribed limit of spectrum," DoT said in a letter written to Trai.

    The Telecom Department has also found a contradictory view in case of mergers and acquisition guidelines.

    DoT is confused over lock-in period for dilution of equity by a telecom service provider.

    Trai at one place has suggested removal of lock-in period of three years but at the same time has placed restriction in dilution of equity to a period of five years whcih DoT says is not in sync with objective of enabling mergers and acquisition policy regime.

    NEW DELHI: The existing stringent merger and acquisition rules will be eased in the new telecom policy that will be in place by the year-end, communication minister Kapil Sibal said on Monday. The move is aimed at bringing in much-needed consolidation in the hyper-competitive 14-player telecom market. Sibal did not divulge details regarding the relaxation of M&A rules.

    "But, the number of competitors should not be allowed to fall below six in each circle," he said. Sibal said telecom licences should be renewed for 10 years compared with 20 years currently, and said companies must submit applications for new permits at least 30 months prior to the expiry of their licences.

    At present, telcos hold separate permits for each of the 22 circles in the country and these are valid for a period of 20 years. The government gave away mobile permits from mid-90s. About 11 mobile phone companies will have to renew their permits between 2014 and 2021. Reiterating his earlier announcement, Sibal said the new policy would also de-link the allocation of telecom licences from mobile spectrum. Currently, mobile permits come bundled with start-up airwaves.

    The minister also proposed a series of reforms to address all issues related to airwaves, including the formulation of a National Spectrum Act to govern all allocations of this scarce resource. Retired Supreme Court Judge Shivraj Patil will head the committee to draft this Act, he added.

    Spectrum is at the centre of almost all the controversies in India's telecoms industry.

    "By separating spectrum from licence, spectrum is no longer the bottleneck for someone to enter in the industry and offer services. In terms of pricing, ideally spectrum should be auctioned. The National Spectrum Act would have to refine the entire spectrum allocation, valuation and pricing process. But they must keep in mind that there are existing players that have invested huge monies. It will be a balancing act." Analysys Mason India director Kunal Bajaj said.

    External agencies, such as private auditors, the comptroller auditor general of India, better known as CAG, or even the telecom regulator TRAI, to do regular audits of spectrum usage by the industry, Sibal said, and added that other proposals such as sharing of radio frequencies amongst operators were also likely to be part of the new policy.

    The minister also emphasized that the government will ask telcos to pay for spectrum based on a market-driven mechanism, an indication that the telecoms department (DoT) will implement regulator's Trai's latest recommendations and ask GSM telcos to pay for all 'excess' airwaves they hold on a retrospective basis.

    Highlights of draft National Telecoms Policy 2011

    Communications minister Kapil Sibal will unveil thedraft National Telecoms Policy 2011 today, containing new rules for the sector.


    The revised rules, which will replace the existing framework that has been in place since 1999, aims to make the country's telecommunications sector more transparent, relax merger and acquisition norms to encourage consolidation and also give more teeth to sector regulator Trai.


    Sibal had already announced that new policy will de-link licences from spectrum and had added that the tenure of mobile permits would be halved to 10 years when they come up for renewal. The draft plan also proposes to do away with roaming charges, introduce a stronger customer grievance redressal mechanism, recognize telecoms as an infrastructure sector giving it tax concessions, and extend preferential status to 'Made in India' hardware products.


    Scarred by one of the biggest scandals in the country that led to the resignation and subsequent arrest of former communications minister A Raja, Sibal, on January 1 this year, after taking charge as the new minister, had said the government would bring in transparency and a level playing field for all service providers in the new telecom policy.


    ET reviewed a copy of the draft National Telecoms Policy, the highlights of which are as follows:


    Key Targets

    1. Create knowledge based society through proliferation of broadband - provide 'broadband on demand' by 2015. Achieve target of 175 million broadband users by 2017 and 600 million by 2020.

    2. To promote R&D & product development in telecom

    3. To make India a global hub for telecom equipment manufacturing

    4. Increase rural tele-density from 35% to 60% by 2017 and to 100% by 2020.

    Everybody across the board, even domestic citizens seem to be believing that governance needs to be cleaned up properly for the view on India as an investment destination to change?

    Definitely. We have seen a sustained campaign against the corruption issues that is taking place in the country. There is a growing unrest both in the corporate sector as well as in the Civil Society regarding the logjam that the policy issues related are causing in the day-to-day lives in every aspect, whether it is infrastructure related or government policy related to the social sector or anything, there just hardly seems to be anything getting done. This has not only affected the overall sentiment, the international sentiment from investing point of view for India but it has also put a lot of lackadaisical attitude in the corporate India's mind. They are not very sure about how to go about and when to go about their projects, whether it's funding, getting approvals, so the things are being tied up. Even from the government point of view, we keep on getting these reports in the media that even the bureaucracy is not very hesitant to go ahead and give policy clearances to things, so this has really created a kind of a logjam, which is affecting not only the government perception but our fiscal health, country's fiscal health and the corporate India's performance, so sooner these issues are resolved, the better. It remains our wish too.

    Need for credible fiscal plan

    The Central Government's budgetary fiscal deficit has surged nearly twice to Rs.2.70-lakh crore during the first five months of the current financial year (April-August 2011-12) from Rs.1.50-lakh crore in the corresponding period last year.
    The Finance Minister is reported to have told the reporters that this accelerated pace of borrowing to finance the deficit will not bloat the overall budget target which would remain at 4.6 per cent of gross domestic product (GDP) for the whole financial year ending March 31, 2012. How this will be achieved is not known.
    Lack of meaningful data and an action-oriented medium-term fiscal reform raises the question of ineffectiveness of deficit management and fiscal consolidation.

    GOVERNMENT BORROWING

    In the earlier times, government borrowings were treated as part of receipts. In the budget for 1984-85, total receipts were estimated at Rs.40,501 crore, including market loans of Rs.4,100 crore, and total expenditure at Rs.42,536 crore with an uncovered deficit of Rs.2,035 crore (Rs.1,762 crore after taking into account the effect of new taxation proposals).
    This was changed later on (presumably as part of our negotiations for an IMF loan) and a more conventional definition of budget deficits as the excess of total expenditure over total revenue (excluding receipts from borrowing) to be covered by borrowing has been followed.
    But numerous problems still remain in arriving at the correct figure of fiscal deficit and drawing up a credible fiscal plan. This has assumed special importance now when we are grappling with inflation, slower economic growth and volatility in the world economy.

    ROLE OF RBI

    Excessive government borrowings put the Reserve Bank of India in a difficult position with no option but to raise interest rates frequently to control money supply and inflation without slowing growth.
    In the U.S., the Chairman of the Federal Reserve (their central bank) has stressed the role of fiscal policy in economic recovery.
    The issues to be covered by a credible medium-term fiscal plan are dealt with here.
    All the expenditure should be included in the projection. Merely giving aggregate figures with no break-up into major expenditure provisions lacks clarity.

    SUBSIDY TO OIL FIRMS

    There should be no understatement. One example is grossly inadequate provision for subsidy to oil marketing companies to cover their losses due to administered prices. While making provision for this, government can also indicate the losses claimed by oil companies based on their accounts.
    Also, ONGC is bearing a part of the losses which should be borne by the government and shown as expenditure of government. The loss to BSNL due to telephone connections in rural areas should be legitimately borne by the government.
    Other examples of possible understating the funds requirement are expenditure on Food Security programme and Employment Guarantee Scheme.
    According to latest clarification from the Planning Commission, there will be no poverty line cap for social schemes, food entitlement. The application of the Minimum Wages Act will impact cost of Employment Scheme.
    Government accounting is on cash basis and omits expenditure accrued but not paid.
    The liabilities on this account at the end of the year should also be shown as a footnote to assess the credibility of the annual deficit.
    The projections of expenditure should reflect the anticipated results of specific reform measures to achieve the required priorities which should be spelt out.
    Some examples of areas are: reduction of subsidies and avoiding doles but encouraging creation of job skills and employment, adequate provision for infrastructure, enough for maintaining existing assets, removing overlapping schemes and those which have outlived their usefulness and reducing the time and cost overruns in project implementation. Dependence of public sector undertakings (PSUs) on government budget has to be reduced / eliminated. Latest examples are: cash losses in Air India with bale out by government and deteriorating losses of the Railways.

    FISCAL STIMULUS

    If any fiscal stimulus is envisaged the details of tax concessions and specific expenditure schemes in the stimulus package have to be highlighted along with expected outcomes. The actual outcomes of the last fiscal stimulus package done, including the loan waiver of Rs.70,000 crore, should be indicated.
    The revenue in the first six months of this financial year is reported to be behind budget estimates due to slower economic growth.
    The problems of future projection will be more tricky as global volatility is not likely to end soon. It is necessary to spell out assumptions for revenue projections in the medium-term fiscal plan. Examples of other areas needing attention are: collection of arrears in revenue, review of revenue forgone due to tax concessions, introduction of GST, and disinvestment of shares in PSUs.

    DISINVESTMENT

    Disinvestment has been a non starter in the current financial year due to market volatility (budget estimate of Rs.40,000 crore from this source).
    The medium-term plan should reflect expected results of a time-bound reform programme in these areas. The formulation of medium-term fiscal plan on the lines suggested above will impart credibility to fiscal consolidation efforts and contribute to consumer and investor confidence. This will be of help to the Reserve Bank of India in controlling the money supply.

    DEFINITION

    Government should also consider widening the definition of fiscal deficit to include quasi fiscal deficits like borrowings by the Railways, PSUs and autonomous bodies fully funded by the government.
    Repayment of past debt (Rs.100,927 crore) is not shown as capital expenditure in this year's budget and to that extent the fiscal deficit seems to be understated. This merits examination.
    Obsession with treating deficit as a statistical target of a percentage of GDP without undertaking basic fiscal reforms in raising revenue and spending public money affects the credibility of government's fiscal planning. Change in base years and delays in getting final GDP numbers and the recent statistical controversies on measuring poverty levels and measuring wholesale price index underscore this.
    With no lack of innumerable studies and taskforce reports what is needed is action to implement broad-based fiscal reform.
