KOLKATA: Armed Maoist squads, which were active in some pockets of West Midnapore district, have recently moved to Ayodhya hills in Purulia district following combing operations by joint forces in the forests of Bankashole, Chondri and Lodhashuli. 

According to an official at Writers' Buildings, these squads have taken shelter in the jungles on Ayodhya hills. The locations where these Maoist squads are recently camping are close to both Jharkhand and Odisha and intelligence agencies working on theMaoists are convinced that these squads might shift to the adjoining states in case of any major operations on the Ayodhya hills. Initially, Maoists squads were very active in areas such as Balarampur, Baghmundi and Aarsha under the Purulia district. But after last year's operations against them, they shifted to the adjoining Jharkhand. Now some other squads from West Midnapore district have sneaked into the Ayodhya hills under the Jhalda and Kotshila police stations in Purulia. 

These squads were changing their locations every two days to avoid police action. "Most of the members in these squads are also not using mobile phones and it is becoming slightly difficult for us to trace their locations," a senior police official said on Wednesday. The fax messages to media houses also are despatched from undisclosed destinations, the official added. 

Meanwhile, the Maoists have called a 24-hour bandh in the three Jangalmahal districts of West Midnapore, Purulia and Bankura on October 22. Maoist state secretary Aakash in a statement on Wednesday said the bandh "has been called to give a befitting reply to Chief Minister Mamata Banerjee's refusal to address the issues we have raised for development of Jangalmahal." 

October 22 is the last day of the seven-day deadline Banerjee has spelt for Maoists to surrender arms and join talks with her government. By calling the bandh, Maoists have probably intended to send a signal to the state government that they were no longer interested in joining talks with the government and will go by their old style of armed revolution in the region. 

Banerjee held a meeting with Maoist interlocutors on Tuesday and asked them to convince the red ultras to give an written undertaking saying that they (Maoists) will surrender arms and stop killing innocent people in Jangalmahal. But the Maoists on Wednesday made it clear that they have no confidence on the chief minister's initiative to hold talks with them to bring back peace and normalcy in the region.

Virtually throwing a challenge to West Bengal chief minister Mamata Banerjee who has given a seven-day deadline to them to lay down arms, the Maoists on Wednesday called a 24-hour bandh in Junglemahal on October 22, the day the deadline ends. "Make the bandh in Junglemahal on 
Saturday a success against the injustice meted out to the people of the area," Maoist state committee secretary Akash, who escaped a raid by the joint forces on Tuesday in West Midnapore district, said in an open letter.

Akash, also the Maoist spokesman, alleged the state government was "unleashing terror" in the name of peace in Junglemahal.

The Maoist leader, in his letter, made no reference to his earlier offer of cessation of arms for a month on condition that the joint forces were withdrawn.

The letter, instead, raised the issue of suspension of seven India Reserve Battalion personnel for staging a hunger-strike in their camps against posting in hazardous areas and alleged apathy of the authorities.

It said the chief minister had suspended some and transferred 400 of them without addressing their problems. "What kind of democracy is this?"

Yesterday, at a meeting with government-appointed interlocutors, Banerjee had asked why killings were still taking place in Junglemahal even after cessation of operations by the joint forces and had made it clear that the government would not succumb to terror tactics.

Banerjee, during a visit to Jhargram in West Midnapore district on October 15, had lambasted the Maoists saying they followed no ideals or "isms" and were "supari killers", while giving a seven day ultimatum to them to lay down arms.

The Maoist leader also said, "Apart from the injustice against the IRB, we protest against the rape of a housewife and shelter given to the 'Bhairav Bahini' (alleged armed Trinamool Congress cadre) in the camps of the joint forces."

Akash said Banerjee had protested against the atrocities of the armed cadres of the CPI(M) and alleged that her own party cadres were now doing the same.

Setting aside the Maoist offer of a ceasefire and its own pre-poll promise, the Mamata Banerjee-led West Bengal government is scaling up armed operations against the leftwing rebels in the Jangalmahal area. 
"We are engaged in full-scale operations against Maoists in Jangalmahal," said 
a senior police officer at Writers' Building, the state secretariat, on condition of anonymity. "Operations are being scaled up to track down top Maoist leaders who are frequenting the Lalgarh-Jhargram belt."

On September 30, the insurgents proposed a month-long ceasefire signed by their leader Akash and government-appointed interlocutors, Sujato Bhadra and Choton Das.

Banerjee, who heads the Trinamool Congress party, had also promised withdrawing joint forces of the Central and state governments from Maoist-hit areas ahead of the April-May assembly polls. But that assurance now appears forgotten.

"We have not received orders to suspend operations," said the officer cited above.

Operations were conducted in Lalgarh recently to nab the elusive Maoist leader Koteswar Rao alias Kishenji. Security forces also combed the nearby jungles. Bhagwat Hansda, central committee member of the Maoist-backed People's Committee Against Police Atrocities, was arrested in Binpur on Saturday.

Two CRPF battalions were scheduled to be withdrawn this month. But it was stalled following a state request.

"Mamata is scheduled to visit West Midnapore on October 14," said a senior party leader, who did not wish to be named. "She is expected to press on her development agenda and indicate that opposition to her initiatives would not be tolerated. We are clear we want peace, but not at the cost of lives or development."

 মধ্যস্থদের ভরসা করছে না মাওবাদীরা প্রসূন আচার্য • কলকাতা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় মধ্যস্থতাকারীদের 'হুঁশিয়ারি' দেওয়ার ২৪ ঘণ্টার মধ্যে মাওবাদীরাও জানিয়ে দিল, মধ্যস্থতাকারীদের উপর তাদেরও আর 'আস্থা' নেই। তারা যে মধ্যস্থতাকারীদের আর মানতে নারাজ, সে কথা দু'এক দিনের মধ্যে আনুষ্ঠানিক ভাবে মাওবাদীরা জানিয়েও দেবে।
মাওবাদীদের বক্তব্য, এখনও পর্যন্ত মধ্যস্থতাকারীরা 'কার্যকর' কিছু করতে পারেননি। নতুন সরকার ক্ষমতায় আসার পরে তাঁরা কোনও মাওবাদী বন্দিকে 'মুক্তি' দিতে সক্ষম হননি। বরং 'শর্ত ভঙ্গ করে' জঙ্গলমহলে যৌথ বাহিনীর অভিযান শুরু হয়েছে। শহর থেকে জঙ্গলমহলে সক্রিয় মাওবাদী নেতাদের সঙ্গে যোগাযোগ রেখে চলা এক প্রতিনিধি বুধবার বলেন, "মঙ্গলবার যখন মহাকরণে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় মধ্যস্থতাকারীদের সঙ্গে আলোচনা করছেন, তখন জঙ্গলমহলে যৌথ বাহিনী গ্রামবাসীদের উপরে গুলি চালাচ্ছে। মধ্যস্থতাকারীরা তা নিয়ে কোনও মন্তব্য পর্যন্ত করেননি। এর পরে মধ্যস্থতাকারীদের ভূমিকা নিয়েই আমাদের সন্দেহ দেখা দিয়েছে।" মাওবাদীদের আরও বক্তব্য, সরকার যদি মধ্যস্থতাকারীদের কথা না-শোনে, তা হলে তারাই বা শুনতে যাবে কেন?
বস্তুত, রাজ্যের প্রশাসনিক মহলেও মধ্যস্থকারীদের 'ভূমিকা' নিয়ে প্রশ্ন উঠেছে। পুজোর ঠিক আগে মাওবাদী নেতা আকাশের সঙ্গে একটি যৌথ বিবৃতিতে সই করেছিলেন মধ্যস্থতাকারীদের অন্যতম সুজাত ভদ্র। সেই বিবৃতিতে রাজ্য সরকারের উপর যৌথ বাহিনী প্রত্যাহারের 'শর্ত' চাপানো হয়েছিল। মহাকরণের পদস্থ আধিকারিকদের একাংশ তখনই প্রশ্ন তুলেছিলেন, যে বিবৃতিতে এক পক্ষের উপর অন্য পক্ষ শর্ত চাপায়, তাতে কী করে কোনও মধ্যস্থতাকারীর সই থাকে? সে ক্ষেত্রে তিনি কী করে 'নিরপেক্ষ' থাকেন?
এমনকী বিরোধী শিবিরের এক নেতার কথায়, "মুখ্যমন্ত্রী ওঁদের (মধ্যস্থতাকারীদের) পাঠিয়েছেন আলোচনার জন্য। মুখ্যমন্ত্রীর ভাষা সংযত হওয়া উচিত কী অনুচিত, তা নিয়ে ওঁরা কেন মতামত দেবেন? সেটা তো ওঁদের কাজ নয়! সেটা বলতে পারে মাওবাদীরা! ফলে মধ্যস্থতাকারীদের ভূমিকা নিয়ে প্রশ্ন একটা থেকেই যাচ্ছে।"
প্রসঙ্গত, মঙ্গলবারেই মহাকরণে মধ্যস্থতাকারীদের সঙ্গে বৈঠকে তাঁদের এক প্রস্ত 'হুঁশিয়ারি' দিয়েছিলেন মুখ্যমন্ত্রী। মমতা মধ্যস্থতাকারীদের জানিয়ে দেন, তিনি যে সময়সীমা বেঁধে দিয়েছেন, তা আর বাড়বে না। জঙ্গমলহলের উন্নয়নের জন্য এক দিকে একাধিক প্রকল্প ঘোষণা করা হয়েছে। অন্য দিকে, মাওবাদীদের আত্মসমর্পণের জন্য প্যাকেজও ঘোষণা করেছেন। কিন্তু মাওবাদীরা সরকারের উপর পাল্টা শর্ত চাপিয়েছে। হিংসা পথ থেকে সরেনি। এই অবস্থায় সরকারের পক্ষে আর অপেক্ষা করা সম্ভব নয়।
মাওবাদীদের অস্ত্র সংবরণ করে আলোচনার টেবিলে বসার জন্য গত শনিবার ঝাড়গ্রামে দাঁড়িয়ে সাত দিনের সময়সীমা দিয়েছিলেন মুখ্যমন্ত্রী। আগামী শনিবার তা শেষ হচ্ছে। সে দিনই মাওবাদীরা জঙ্গলমহলে বন্ধের ডাক দিয়েছে। এ দিন মাওবাদী রাজ্য কমিটির তরফে আকাশের নামে জারি-করা কম্পিউটার প্রিন্ট-আউটে এক স্বাক্ষরবিহীন বিবৃতিতে বলা হয়েছে, 'মমতা মিথ্যা প্রচার করে উন্নয়নের প্রধান সমস্যাগুলিকে হাওয়া করে দিচ্ছে। শান্তির নামে সন্ত্রাস চালাচ্ছে।' মাওবাদীরা যে রাজ্য সরকারের সঙ্গে সংঘাতে যেতে প্রস্তুত, ১৭ তারিখ লেখা ওই বিবৃতির ভাষা থেকেই তা স্পষ্ট। মমতাকে 'হিংসুটি' বলে কটাক্ষ করে বিবৃতিতে বলা হয়েছে, 'মমতা আমাদের সম্মান করল 'সুপারি কিলার' ও 'জঙ্গল মাফিয়া' বলে।' তবে একই সঙ্গে বিবৃতিতে এ কথাও স্বীকার করা হয়েছে যে, সিপিএমের 'হার্মাদদের' মতো এখনও তৃণমূলের 'ভৈরব বাহিনী' শক্তিশালী হয়নি। বিবৃতিতে বলা হয়েছে, 'মহাকরণে বসে সিপিএম নেতাদের মতো তার (মমতা) ভাষাকে পরিবর্তন করে নিল।'
দু'পক্ষের মধ্যে সংঘাতের এই পরিস্থিতিতে মধ্যস্থতাকারীদের 'ভূমিকা' ক্রমেই নিরর্থক হয়ে উঠছে। মাওবাদীরা তাঁদের ভূমিকায় আস্থা না-রাখলে তাঁরা কী করবেন? জবাবে মধ্যস্থতাকারী কমিটির অন্যতম সদস্য ছোটন দাস বলেন, ''তা হলে আর দু'পক্ষে কথা হবে না! কেউ যদি না-চায়, তা হলে আমরা কী করব? জোর করে তো আর কথা বলা যায় না!"
ছোটনবাবুর দাবি, "মধ্যস্থতাকারীর মাধ্যমে শান্তিপ্রক্রিয়ার ক্ষেত্রে ৫-৬ মাস খুবই কম সময়। এমন জটিল পরিস্থিতিতে বছরের পর বছর দু'পক্ষে কথা হয়। তবেই কোনও সমাধান সূত্রে আসা সম্ভব।" তিনি আরও বলেন, ঝাড়গ্রামের সভায় মুখ্যমন্ত্রী সাত দিনের সময়সীমা বেঁধে দেওয়ার কথা বললেও মঙ্গলবার তাঁদের সঙ্গে বৈঠকে শান্তি-প্রক্রিয়ার জন্য কোনও নির্দিষ্ট সময়সীমা বেঁধে দেননি। ছোটনবাবু যাই বলুন, মুখ্যমন্ত্রী কিন্তু স্পষ্ট করে দিয়েছেন, শনিবারের মধ্যেই মাওবাদীদের তরফে অস্ত্র সংবরণ নিশ্চিত করতে হবে মধ্যস্থতাকারীদের।
কিন্তু তা কি সম্ভব? শহরে থাকা ওই মাওবাদী প্রতিনিধির কথায়, "অসম্ভব! কারণ, আমাদের দাবি ছিল, আলোচনার আগে যৌথ বাহিনী প্রত্যাহার করতে হবে। তবেই অস্ত্র সংবরণ করে আলোচনার টেবিলে বসার কথা ভাবতে পারি। মহাশ্বেতা দেবী তা জানেন বলেই বার বার যৌথ বাহিনী প্রত্যাহারের কথা বলছেন। মমতাও মুখ্যমন্ত্রী হওয়ার আগে তেমনই প্রতিশ্রুতি দিয়েছিলেন। কিন্তু মধ্যস্থতাকারীরা এ ব্যাপারে এক ইঞ্চিও এগোতে পারেননি। উল্টে গত রবিবার বিকেল থেকেই যৌথ বাহিনী অভিযান শুরু করে দিয়েছে।"
যৌথ বাহিনী যখন অস্ত্র নিয়ে অভিযান করছে, তখন মাওবাদীরা কেন অস্ত্র সংবরণ করতে যাবে, সে প্রশ্নও তুলেছেন ওই মাওবাদী নেতা। তাঁর কথায়, "মধ্যস্থতাকারীদের কথা মেনে নেওয়া মানে তো এক তরফা গুলি খাওয়া! যুদ্ধের সময়ে শান্তি-স্থাপনের জন্য মধ্যস্থতাকারীর কথা শুনে দু'পক্ষকেই যুদ্ধ বন্ধ রাখতে হয়। কিন্তু সুজাত ভদ্র-ছোটন দাসদের কথা কি রাজ্য সরকার শুনছে? তা হলে আমরাই বা শুনব কেন?"
দু'পক্ষ নিজের অবস্থানে 'অনড়' থাকায় পরিস্থিতি ক্রমেই জটিল হচ্ছে বলে মনে করছেন মধ্যস্থতাকারীদের একাধিক সদস্য। তাঁদেরই এক জনের কথায়, "মাওবাদী-রাজ্য সরকারের মধ্যে শান্তির কথা নিয়ে কেবল জঙ্গলমহলের বাসিন্দা নয়, গোটা রাজ্যের মানুষের প্রত্যাশা সৃষ্টি হয়েছে। কিন্তু সেই প্রক্রিয়া যদি ভেঙে যায়, দু'পক্ষই অন্যের উপরে দোষ চাপাতে চাইবে। সম্ভবত সেই প্রক্রিয়া শুরু হয়েছে। সে ক্ষেত্রে আমরা কী করতে পারি?"
কেন শনিবারের বন্ধ, তা ব্যাখ্যা করতে গিয়ে আকাশের নামে জারি-করা বিবৃতিতে বলা হয়েছে, 'কংসাবতী বাঁধে জল আছে। কিন্তু মমতার সরকার কংসাবতী বাঁধের জল ছাড়ছে না। ফলে মাঠে ফসল মরে যাচ্ছে। মমতা রিভিউ মিটিং-এ এই বিষয়টি ওঠায়নি।' অবিলম্বে জল না-ছাড়লে আন্দোলন আরও তীব্র করার কথা বলা হয়েছে। একই সঙ্গে চাষিদের দাবি মেনে প্রতি কুইন্টাল চালে ৪০০ টাকা ভর্তুকি এবং আলু চাষিদের স্বার্থে জঙ্গলমহলে ২০০টি হিমঘরের দাবি জানানো হয়েছে। ওই সমস্ত দাবির সমর্থনেই বন্ধ ডাকা হয়েছে। ওই বন্ধে যোগ দেওয়ার জন্য জঙ্গলমহলের বিভিন্ন এলাকায় মিটিং-মিছিল করা হবে বলেও বিবৃতিতে জানানো হয়েছে।
