Darjeeling bridge collapse toll rises to 32

With the recovery of five more bodies, the death toll in the bridge collapse in this north Bengal district has shot up to 32, besides leaving 132 injured, a district official said on Sunday.

সেতু দুর্ঘটনায় এক আহতকে নিয়ে আসা হয়েছে দার্জিলিং সদর হাসপাতালে। রবিন রাইয়ের তোলা ছবি। উত্তরবঙ্গের ভারপ্রাপ্ত আইজি ডি টি লেপচা বলেন, "রাত ১১টা পর্যন্ত ২২ জনের দেহ মিলেছে। তার মধ্যে দু'টি শিশু। সবাই বিজনবাড়ি ও দার্জিলিং এলাকার বাসিন্দা। ১২টা দেহ দার্জিলিং হাসপাতালে রয়েছে। বাকিগুলি বিজনবাড়িতে।" দার্জিলিং হাসপাতালে আহতদের তদারকিতে থাকা স্পেশাল আই জি (দার্জিলিং) এন রমেশবাবু জানান, হাসপাতালে চিকিৎসাধীনদের মধ্যে জনা তিরিশের অবস্থা আশঙ্কাজনক। তাঁদের শিলিগুড়িতে উত্তরবঙ্গ মেডিক্যাল কলেজে পাঠানোর কাজ শুরু হয়েছে। মোর্চার সাংগঠনিক সম্পাদক ঈশামণি পাখরিন বলেছেন, "ঘটনার সময়ে অনেক শিশু ও মহিলা ওই সেতুতে ছিল। অনেকের খোঁজ মিলছে না। আমাদের স্বেচ্ছাসেবকরা উদ্ধারের কাজে নেমেছেন। পুলিশ-প্রশাসন, দমকলও রয়েছে। তবে রাতের বেলায় পাহাড়ি নদীতে নেমে উদ্ধারের কাজ করা বেশ কঠিন। সে জন্য সমস্যা হচ্ছে।" রাতেই ব্যাংডুবি সেনা ছাউনি থেকে উদ্ধারকারী দল রওনা হয়েছে। আহতদের বিজনবাড়ি, দার্জিলিং, জোড়বাংলো, কার্শিয়াং এলাকার হাসপাতালে ভর্তি করানো হয়েছে। জখমদের রক্তের প্রয়োজন হলে যাতে অসুবিধে না হয়, সে জন্য সর্বত্রই ব্লাড ব্যাঙ্ক খোলা রাখা হয়েছে।
খবর পেয়েই দ্রুত উদ্ধার ও চিকিৎসার কাজ করার জন্য উত্তরবঙ্গ মেডিক্যাল কলেজ-সহ হাসপাতালগুলিতে কন্ট্রোল রুম খোলার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। মুখ্যমন্ত্রী বলেছেন, "মর্মান্তিক ঘটনা। ছোটা রঙ্গিত নদীর উপরে এই সেই কাঠের ঝুলন্ত সেতু আহতদের চিকিৎসার সব দায়িত্ব রাজ্য সরকারের। মৃতদের পরিবারকেও ক্ষতিপূরণ দেওয়া হবে। সব অফিসারদের সুষ্ঠু সমন্বয়ের মাধ্যমে উদ্ধার ও চিকিৎসার ব্যবস্থা করার নির্দেশ দিয়েছি। চিকিৎসায় যাতে কোনও ত্রুটি না হয়, তা নিশ্চিত করতে বদ্ধপরিকর রাজ্য সরকার।" আজ, রবিবার মুখ্যমন্ত্রীরও দার্জিলিঙে যাওয়ার কথা রয়েছে। তাঁর সঙ্গে যেতে পারেন রেলমন্ত্রী দীনেশ ত্রিবেদী ও স্বাস্থ্য প্রতিমন্ত্রী সুদীপ বন্দ্যোপাধ্যায়। রাতেই কলকাতা থেকে রওনা দিয়েছেন উত্তরবঙ্গ উন্নয়নমন্ত্রী গৌতম দেব ও শিলিগুড়ির বিধায়ক রুদ্রনাথ ভট্টাচার্য।
সরকারি সূত্রের খবর, ১৯৪২ সালে প্রায় ২২৫ ফুট দীর্ঘ ওই ঝুলন্ত সেতুটি চুংথুং চা বাগানে যাতায়াতের জন্য তৈরি হয়। পরে আরও কয়েকটি চা বাগান গড়ে ওঠে। জেলা পরিষদ থাকাকালীন কয়েকবার সেতু মেরামত করা হয়। গোর্খা পার্বত্য পরিষদের বিজনবাড়ির প্রাক্তন সিপিএম কাউন্সিলর কে বি ওয়াতার বলেন, "সুবাস ঘিসিংয়ের আমলে ১৯৮৮ সালে সেতুটি মেরামত করা হয়েছিল। তার পরে আর সংস্কার হয়নি। আমরা এখনও ওই সেতুটা পেরনোর সময়ে ভয়ে ভয়ে থাকি।" রাজ্যের প্রাক্তন পুরমন্ত্রী অশোক ভট্টাচার্য প্রায় একই সুরে বলেন, "পুলিশ কেন অত জনকে ওই জীর্ণ সেতুর উপরে উঠতে দিল, সে প্রশ্ন থেকেই যাচ্ছে। তবে এই সময়ে সবার এক সঙ্গে দুর্ঘটনাগ্রস্তদের পাশে দাঁড়ানো উচিত। আমরা দলীয় ভাবে যথাসাধ্য করব।" এ দিন মোর্চার সভা ছিল চুংথুং চা বাগানের মাঠে। সেতু থেকে বড়জোর দেড়শো মিটার দূরে। সেখানে বিমল গুরুঙ্গ, রোশন গিরিরাও ছিলেন। বিজনবাড়ি কলেজের সেই শিলান্যাস অনুষ্ঠান শেষে সেতু পেরোচ্ছিলেন শতাধিক মানুষ। স্থানীয় সূত্রে খবর, প্রথমে সেতুর পশ্চিম প্রান্তের দড়ি ছিঁড়ে যায়। কয়েকজন সেতু ধরে ঝুলতে থাকেন। কয়েক মুহূর্তের ব্যবধানে অন্য প্রান্তের দড়িও ছিঁড়ে যায়। সেতু-সহ বহু মানুষ অন্ধকার খাদে পড়ে যান।
দার্জিলিঙের জেলাশাসক সৌমিত্র মোহন বলেন, "সেতুটি খুবই পুরনো। এক সঙ্গে বহু মানুষ উঠে পড়াতেই এই দুর্ঘটনা বলে মনে হচ্ছে। উদ্ধার শুরু করেছি।" মোর্চার সাধারণ সম্পাদক রোশন গিরি বলেন, "মেলা ও সাংস্কৃতিক অনুষ্ঠান হওয়ায় প্রচুর ভিড় হয়েছিল। সেতুর উপরে বহু মানুষ ছিলেন। ভিড়ের চাপেই দুর্ঘটনা ঘটে।"
চলতি মাসেই গোর্খা জনমুক্তি মোর্চার উদ্যোগে দার্জিলিং জুড়ে এক মাস ব্যাপী সাংস্কৃতিক অনুষ্ঠানের সূচনা হয়েছে।

পাহাড়ের তিন মহকুমা জুড়ে ক'দিন ধরেই একের পর এক অনুষ্ঠান হচ্ছিল। দার্জিলিং শহর থেকে ৩৩ কিলোমিটার দূরে বিজনবাড়ি বাজার পাশেই ওই সেতুটি রয়েছে। অন্য পারে সিংতাম, সোম, রিশিহাট-সহ ১৫ চা বাগান এলাকা। সেতুটি দিয়ে হেঁটে ওই পথে দার্জিলিঙেও যাওয়া যায়। সেতুটির পাশেই একটি মাঠ রয়েছে। কাঠের পাটাতন, লোহার রেলিং এবং মোটা দড়ির সাহায্যে সেতুটি ঝোলানো ছিল।
বিজনবাড়ি ও দার্জিলিংয়ের দমকলের ইঞ্জিন ঘটনাস্থলে গিয়ে উদ্ধার কাজ শুরু করে। পুলিশ ও স্থানীয় বাসিন্দারাও উদ্ধারের কাজে যোগ দেন। দমকল সূত্রের খবর, ছোটা রঙ্গিত নদীর তীব্র স্রোতের জন্য উদ্ধার কাজ ব্যাহত হচ্ছে। আশঙ্কা করা হচ্ছে, বেশ কিছু মানুষ নদীর জেলে ভেসে গিয়েছেন।
দমকলের ডেপুটি ডিরেক্টর উদয় অধিকারী বলেন, "আমরা যতটা সম্ভব উদ্ধার কাজে গতি আনার চেষ্টা করছি। ওখানে নদী বেশি গভীর নয়। কিন্তু নদীর কাছে বড় বড় পাথর রয়েছে। পাথরের আঘাতেই মানুষ মারা গিয়েছেন।"

The overburdened British-era wooden suspension bridge on Little Rangeet river in Bijonbari - headquarters of the Darjeeling Pulbazar development block - gave way Saturday evening as over 200 people stood on it to listen to speeches of Gorkha Janmukti Morcha (GJM) leaders like Bimal Gurung in the area, 30 km from Dargeeling town.

The bridge fell along with those on it 70 feet down into a gorge and the river.

Around 50-60 people have been rescued by the locals, army, fire brigade personnel and the police, said GJM general secretary Roshan Giri.

Rescue operations, which were halted Saturday night, were resumed Sunday morning.

"A cultural programme was being held on one side of the bridge while a meeting was being held on the other. Too many people were standing on it when it collapsed and they fell into the river below," Giri said.

The injured have been admitted in Bijonbari and Darjeeling hospitals.

West Bengal Chief Minister Mamata Banerjee is slated to reach the spot in the afternoon in a flight from Kolkata.

"The government will do everything it can," the chief minister said in Kolkata, expressing shock at the tragedy.

She said the government would bear the cost of the treatment of the injured and pay compensation to the next of kin of the dead.

Banerjee said she would cancel her programmes to inaugurate community Kali Pujas to be with the people of the hills.

At least 24 persons were killed and over 60 injured when an old wooden footbridge over a spring gave way under the pressure of a crowd during a Gorkha Janmukti Morcha (GJM) meeting at Bijanbari in Darjeeling district.

District Magistrate Saumitra Mohan said 24 persons were killed and over 60 were injured when the bridge over Little Rangeet collapsed, about 30km from Darjeeling.

Superintendent of Police Anand Kumar said the death toll might go up.

The bridge, which had been weakened by the September 18 earthquake, collapsed when a large number of people gathered on it for the GJM meeting.

North Bengal Development Minister Gautam Deb, who was at the spot, said the rescue operation was on in full swing and Chief Minister Mamata Banerjee was personally monitoring and supervising it.

Though the rescue team was using search lights, the darkness was posing a problem in the operation, Kumar said.

Asked whether many people were washed away by the current of Little Rangeet, he said he did not have any such information. "It was not much deep."

Gopal Roy, in-charge of the district disaster management, said the rescue operation was being conducted by the personnel of the fire brigade, police and the disaster management department.

Mamata Banerjee, who returned from New Delhi after the NDC meeting, said she would be in Darjeeling tomorrow along with Railway Minster Dinesh Trivedi and Union Minister of State for Health Sudip Bandopadhyay. State Disaster Management Minister Javed Khan said all seriously injured persons were being shifted to the North Bengal Medial College Hospital.

Meanwhile, an army spokesperson said it was sending a 40-member team of the Mountain Brigade, Darjeeling, along with a medical team, at Bijanbari at the request of the district magistrate.

A defence ministry spokesperson said 40 troops of the army's Mountain Brigade have been rushed to the site with medical and nursing officials after a request from the district magistrate.

Bridge collapse kills 27 in hills

Darjeeling, Oct. 22: A bridge packed with a festival crowd caved in near Darjeeling town this evening, killing at least 27 people when the wooden walkway tumbled 150ft into a swift-flowing river.

Police sources said nearly 80 people were injured in the 7pm collapse in Bijanbari, about 40km from Darjeeling town.

Most of those on the bridge — suspended by steel cables over the Little Rangit — were Gorkha Janmukti Morcha supporters who had gathered for a cultural programme organised by the outfit as part of its five-day festival in the hills. Today was the festival's last day.

Darjeeling district magistrate Saumitra Mohan said at least 27 people were killed in the collapse. "We have reports that some of the casualties were taken away by villagers from the incident site."

Mohan, who reached the spot, added that efforts were on to send the injured to the Darjeeling district hospital.

Police sources said the darkness was hampering rescue and efforts were on to set up floodlights. "There is considerable water in the swift-flowing river and we fear that some of the victims could have been swept away by the current. The terrain is also very difficult," said a senior police officer on the spot.

Sources in the district administration said the bridge, about 80ft long and 6ft wide, was built by the Darjeeling zilla parishad in 1972.

Morcha general secretary Roshan Giri said party volunteers were helping the police to rescue the injured.

"Our party president, Bimal Gurung, and I had visited Bijanbari this morning…. In the evening there was a large crowd, mostly local residents and those from nearby tea gardens of Chunthung, Marybong and Linga, who had gathered to witness the cultural programmes and the mela on the other side of the bridge," Giri said.

In Calcutta, chief minister Mamata Banerjee told reporters she had asked north Bengal development minister Gautam Deb and Siliguri MLA Rudranath Bhattacharya to rush to Darjeeling.

Mamata, who is expected to leave for Darjeeling tomorrow, said the Bengal government would do all it could to stand by those affected "during this tragic hour" and bear all medical expenses.

Survivor Nirmal Chhetri, a driver, recalled the horror from his bed in Darjeeling district hospital. "There was a loud sound and I saw the bridge collapsing. I fell and cannot remember what happened after that."
