Bring 'Health" in the Concurrent List of the Constitution of India - So far 'Health' is listed in the 'States List' in the Constitution - Parliament is not competent under the Constitution to enact legislation relating to 'Health' which is a State subject - Earlier 'Education" was also a 'State subject' but in 1976 by 42nd Constitution Amendment Act, 'Education' was brought in the 'Concurrent List' and because of that, the Parliament has enacted Right of Children to Free and Compulsory Education Act, 2009 - State of health in the entire country is dismal.
