This is a common scenario in most of the rural schools. Yet, the Andhra Pradesh state budget 2010-11 remained silent on financing and implementing the "RTE Act", despite central government's plans to make the RTE act operational through SSA by modifying its financial norms. Will the increase in SSA outlays by Rs. 203.35 crore in 2010-2011 in the state be adequate to implement the act in terms of meeting cost of additional schools, infrastructure, teachers' requirement etc and also to reach all children who are still out of school system?
