There is a need for a complete revamp of the expenditure norms in the central scheme like SSA if the RTE act is to be implemented properly. Poor implementation of the act will lead to increased dropout rates and noone is unaware about the direct coorelation between the school dropout rates especially of girls with the incidents of child marriages. It is shocking to note that 64 out of every 100 girls ienrolled in Class I do not finish Class X in Andhra Pradesh and many of them end up as child brides in rural areas...
