Subject- Nursery Admissions – Draw of Lot System alone is Just, Fair and Practical


My Dear Chief Minister,

The newspapers of December 10, 2010 have quoted you saying, "The Private Schools feel that the Lottery System is Impractical and We Agree with them. The Point System is fair and just".

Respected Madam, I would like to bring to your kind notice that the Draw of Lot System of Admission of Children in Nursery Class is the only system which is practicable, just and fair . Any other criteria would not only be unjust , unfair and discriminatory but would also be contrary to the provisions of RTE, 2009 which expressly prohibits the "Screening Procedure".

I am unable to understand on what basis you have disapproved the Draw of Lot System. It appears that your said perception is purely subjective and not objective. Kindly consider that if the draw of lot criteria is unfair for 75% fee-paying children, the same would be equally unfair for 25% EWS Students. Further more, the same would be equally unfair for the thousands of children being admitted every year in pre primary classes in Sarvodaya Schools run by the Government of Delhi which has been adopting Neighborhood plus Draw of Lot Criteria for the last several years and nobody has rightly objected to the same.

Do you think that admission of siblings in the same school is the only problem of the fee-paying parents and not of the others?

How the Government of Delhi can have double standards, one for the children of paying parents and other for the children belonging to the EWS category / those admitted in the Sarvodaya Schools?

It is very interesting to note as reported in the newspapers that the various School Managements are taking up the problems stated to being faced by the parents which sounds very funny. It appears that the School Managements have transformed themselves into Philanthropics and have abandoned all their vested interests which are well known to everyone.

The School Managements as per the Newspapers Report have emphasized for Admission of Sibling in the same school which might not be possible by adopting the System of Draw of Lot. Someone must ask them, if the point system guarantees admission of every sibling in the same school? In fact the schools are not at all interested in granting admission to the siblings fearing parents claim for fee concession in terms of Rule 158 of Delhi School Education Rules, 1973. It is respectfully submitted that the government seems compromising with the school management at the cost of children's interest which is bound to be fatal.

I would therefore request you to kindly not to come under the pressure of the school managements and take a decision to follow draw of lot criteria for admission of children in nursery class. I would also like to request you to please enforce 4 years as entry age of a child in a formal school in terms of the recommendations of Delhi High Court constituted Ashok Ganguly Committee and accepted by your government.
